UPDATE ON SEPT. 25: Juan just left this comment, indicating that the September 17 meeting of Indian secretaries was indeed scheduled, then cancelled. I've also heard that Gurinder Singh Dhillon's scheduled initiation ceremony in New Delhi, which was last weekend, I believe, was cancelled. So it still seems to me that something is up.
